I just used the Zag chat myself, and got this from a Zag rep:
"We have not released our transit and institution numbers for public use as of yet. I will update our feedback that you are awaiting this change. I imagine once this functionality is available it will be noted on our website, http://www.zagbank.ca."
So, one cannot yet initiate a link using these numbers (e.g. using Hubert). People who have links likely got them via a cheque they sent in to start the account in the first place.

That doesn't sound correct. I wouldn't rely on the information the Zap rep told you - they're likely trying to steer you away from fund transfers in/out external from Zag's own online banking.
Either they can't accept EFT transfers in/payroll/pension direct deposits or they can. It has nothing to do with whether you use a Zag cheque to link your Zag account at another financial institution.
If they can, and the "test deposit" still fails, then they have two transit numbers under which they open accounts and you need to confirm with a Zag rep under which transit your account is correctly associated (they can confirm this so be persistent, if necessary).
If they can't and it still fails, then you shouldn't be able to receive payroll/pension direct deposits and they likely have an account with a major financial institution under which they make deposits and withdrawals and clear cheques and EFTs (i.e., a second-level indirect clearer) and, while the account's in your name in their systems, you can't externally transfer funds in or out directly as it requires someone from Zag to manually verify their EFT "batches" and manually post the entries - similar to a full-service or self-directed discount broker in some ways. More similarly, this is how EQ Bank works and one of the reasons I argued against their inclusion in the comparison chart. It's not technically held in "book entry nominee form" like a broker but it's borderline, it might as well be.
