As far as I know, Motive Financial (Canadian Western Bank) does have the capability of assigning access to funds/cashback/access to deposited funds limits to one's debit card—the limits for which depend on your creditworthiness (often including your credit score), other business you have with Motive Financial, and your length of time being a customer. It would be best to ask them what their specific criteria are, though.
If you do not have access to funds limits, whereby a portion of your deposit is immediately available, then the entire deposit will be available no later than 5-6 business days (7-8 calendar days) after the date of the deposit according to Access to Funds Regulations.
Fortunately, Canada's clearing and payments system is undergoing a radical overhaul, so we could see further consumer-friendly regulatory changes on this front within a few years.
