I got this offer as well, unexpectedly. In the past I've seen lots of targeted offers from Tangerine for existing customers and this is the first one they offered me. I remember the only other offer I got was the new customer promotion: 2.4% for 6 months. Moved all my money from Motive savings, currently 2.2%, until the bonus interest ends.
Irrelevant: I noticed it's a lot quicker to send e-transfers from Tangerine. Unless it's a large amount, it always sends right away. Motive takes 30 minutes no matter what.

So Tang is thinking that someone getting 2.75% or 2.5% is going leave their money in the account after the promo ends! I don’t think so. I was already going to remove my money when it was higher yet still pathetic.

I also received this offer 2.8%.
I didn't purchased any Tangerine GIC's in the last 10 years.
Savings account balance - close to zero, a few cents.

As mustang mentioned, Tangerine can link an US$ chequing account at another Canadian financial institution to one's Tangerine US$ savings account. This is from their general account terms:

We may require you to provide us with an encoded personal or business deposit cheque from your other financial institution, or you may chose to provide us with such a link voluntarily. …
If your first Account with us is a Tangerine US$ Savings Account or US$ Business Savings Account, then you must provide us with a cheque from your US dollar chequing account held at a Canadian financial institution, and this cheque must clear in Canada. Once your cheque has been deposited, you may be required to verbally confirm to us that you wish to link your External Account to your Tangerine Account. …
