No. There is a database of companies that accept bill payments which include the details of how to transfer the funds. When you add a payee you're searching this database, so when you go to pay Tangerine already knows how to get the funds to them.
It's only when you don't use Bill Payments but instead use Interac e-Transfer that you need to provide some way to pay them (email address usually).

Part of that database is the biller's Corporate Creditor Identification Number (CCIN).
That CCIN is used to route the "bill payment remittance" to the biller's financial institutions. The remittance also has the "Payor Identifier Number" (your account number assigned by the biller) to allow the biller to credit the right customer's account.
