What is preventing Concentra Bank from being listed as the leading GIC issuer for 1 year at 2.8% on the GIC chart? Their 18 month rate is also a leader at 2.82%

Rates are also listed on their portal site: https://concentrabank.ca/

If Concentra's history with leading rates has not be established for a long enough time, could it's leading rate not be listed in the footnote section below the chart along with Peoples Trust / Bank?
