While it's okay, I suppose, to have a filter option to include credit unions accessible only in Ontario and Quebec, currently, the default filter option is set to Ontario, which makes zero sense for a site and a HISA branded as "Canadian High Interest Savings Accounts." Thus, this needs to be corrected have "Rest of Canada," which should also be renamed as "Canada" or "All of Canada," made the default filter option (as it was before). It wouldn't make sense for Quebec, or British Columbia, to be the default filter option. Likewise, it makes no sense for Ontario to be the default filter option. Functionally, it would mean little to no change to Ontario residents' workflows, as they'd only need to select "Ontario" from the filter drop-down.

The reasoning for making Ontario the default is:

* "Rest of Canada" isn't a perfect default either, since it would show accounts not available in Quebec
* The last column indicates "ON only" and "No QC", thus providing that information on availability
* Your selection is stored in a cookie, so any subsequent visits to the page in that browser will keep the selection

Yes, that's good one's preference is stored in a cookie, but if one gets logged out, is in incognito mode, or browsing the site from a different device, it reverts to the default. I still think "Rest of Canada," "Canada," etc. should be the default sort option. "No QC" has always had its own column in the Canada-wide chart, since it's an exception to FIs available to all other Canadian residents. Indeed, it's even been codified into the HISA chart's inclusion criteria. I see no problem with that continuing as a column in the Canada-wide chart.
Thus, perhaps one solution could be the following chart sort names:
* Canada [default]
* Canada (incl. Quebec)
* Ontario only
Or, you could exclude non-Quebec FIs from the Canada-wide chart with:
* Canada (ex. Quebec) [default]
* Canada (incl. Quebec)
* Ontario only
The issue is Ontario should not be included in the default chart sort, unless users specifically select that as their saved default sort preference, given that it's limited to residents of only one province.
