It sounds like something that (arguably the most common program) Malwarebytes could get rid of. You probably clicked on a link you shouldn't have, or maybe just went on the FaceHook as I call it, and the mouse wandered somewhere 😉
Before taking more extreme steps/spending money that could otherwise be earning interest...., I'd download it and see. There is a free version, but along with it is a trial period for the full paid version that you can decline if you want after its over. This version is even better to have active for the short trial period, after getting rid of the problem.

thats the one i have on my computer. it does pop up quite regularly to remind me about its free trial.
its a useful tool, esp when free 🙂

Suggestion - After the free trial period is over, and declining the paid version, set the program to not start up when Windows starts. Open the program manually when you want to run it, then quit the program after you are finished. The nags are then gone
