Are you joking "long notice" - the email came out Feb 3 and the new rates take effect Feb 5, so that is fine if you already have the cash in your Saven HISA to buy the GIC before the rate change, but if not, it will take 2 weeks to get the money transferred in from your external acct to Saven and be usable to purchase a GIC. Thus, in that case, you will not be able to get the present higher rate before the rate decrease taking place Feb 5.
Saven transfer times are the longest I have seen. I am unaware of any other FI that takes 2 weeks.
