I check their latest rate and they also seems to adjust it down. It seems that greater adjustment is on the longer term.
They bet on the wrong side and they now have too much long term GIc lock in at higher rate so they need more short term GIC to balance it out!!!

Going down again, especially 3-5yrs.
"Effective Wednesday, February 18, 2015, we'll be reducing the following rates:
1 Year from 1.90% to 1.80%
18 Month from 2.00% to 1.90%
2 Year from 2.20% to 2.10%
3 Year from 2.35% to 2.15%
4 Year from 2.50% to 2.20%
5 Year from 2.60% to 2.30%
Cashable after 90 Days from 1.85% to 1.75%"
