Sometimes, Oaken gives a week's notice of rate changes. But this time, they are moving faster, even changing the rates over a weekend.

I am lucky to have had a big GIC mature today, allowing me to reinvest funds at the "old" rates just ahead of the drop.

According to the email, savings is going down to 3%, all other registered accounts remain unchanged, including TFSA. 3.40% is the current rate for TFSA in the SA chart.
From the email:
Savings Account: 3.00% (currently 3.40%)
TFSA, RSP, Spousal RSP Savings Account rates will remain unchanged at 3.40%.

Possibly because new contribution room for TFSAs is available January 1st and RRSP season will also be upon us soon. They are simply trying to earn your business during a very competitive time of the year.
