According to the email, savings is going down to 3%, all other registered accounts remain unchanged, including TFSA. 3.40% is the current rate for TFSA in the SA chart.
From the email:
Savings Account: 3.00% (currently 3.40%)
TFSA, RSP, Spousal RSP Savings Account rates will remain unchanged at 3.40%.

Why would they selectively drop the non registered savings account rate only???
Possibly because new contribution room for TFSAs is available January 1st and RRSP season will also be upon us soon. They are simply trying to earn your business during a very competitive time of the year.
