I unsuccessfully tried(3 times) to transfer funds from CDF savings to Tangerine and vice versa(initiated transfer in Tangerine), so I wondering what can be the problem.
Tried calling both the banks, but they conveniently blame each other and are unable to resolve the problem.
Is anyone else able to do any transfer between CDF savings and Tangerine?
However, please note that transfers initiated in CDF work well.

Yes, I have CDF chequing and transfers to that account work well.

That is what I am suspecting, but in that case CDF officers should be able to tell me the reason for failure. Instead they say there is no issue at CDF, we do not have any record of that transaction, check with Tangerine.
I just remembered that even the credit to CDF savings from Tangerine did not work. However, the penny deposits for account linking worked okay.

I have had the same problem you experienced where I was able to link my CDF savings account with Tangerine (confirmed with two small deposits) but then was unable to pull funds from CDF to Tangerine. Similar to yourself, I saw the funds go into my Tangerine account and then get reversed. I also had the same runaround that you had - each side blaming the other. Interestingly, I was able to link my CDF savings account with Hubert and so ended up transferring funds first from CDF to Hubert and then from Hubert to Tangerine. The only problem with this rather circuitous route is that Hubert places a 5 day hold on funds transferred in. However, the fact that I can pull from CDF using Hubert and not Tangerine implies the problem is not with CDF.
When I called Tangerine, I was surprised that they were uninterested in solving my problem and were not aware of others with the same issue (guess you had not called yet ). Tangerine suggested that I should perhaps set up the link from the CDF side but I told them that I would need a micr encoded cheque to do so. Tangerine then offered to send me a deposit slip with my account details that I could send to CDF to set up the link. Since I have been out of the country for awhile, I have not had a chance to try this avenue but will let you know if I have any success.
I am not interested in setting up a chequing account with CDF since I really do not need one - so that option is really not for me.

Sorry, I got things little mixed up. I have chequing account in CDF and I always use the route you suggested. But these problems I am referring to are encountered in my wife's account who does not have a CDF chequing account :(.

Thanks for the confirmation. Now I know I am not facing this problem alone. I don't know when you called, but I first faced this problem twice in August 2014 and had talked to them at that time. Lately I faced this problem last Monday when the transfer failed and immediately I scheduled the transfer from CDF savings to Tangerine Chequing which was successfully made today and then I transferred the amount to Tangerine savings account. I need to make one extra transfer that way and that option is available since I have Tangerine Chequing account which is linked in CDF. (And Tangerine guys found time today to call and tell me that one of my transfers have failed).
You can link your account in CDF as suggested by Tangerine guys and that will work fine, because as such there is no issue if you use CDF for transfer.
