With Outlook in Manitoba, i get one "free" withdrawal transaction per month. Whether it's internal or external it makes no difference. In January, savings to tfsa (internal) counted as the one free transaction and then i had to pay one dollar for a savings to linked account transfer (external).

Do you have it linked to an outside FI or accessible through an ATM?? Not sure that is possible or necessary. Think the extent of their withdrawal capabilities on that account would be paying a bill from it, EFT or ATM cash if you have it set up(IF you can set it up).
Since all internal transfers to/from are free, I just move it to chequing
online. Only did that once, as funds that go in aren't meant for day to day banking.

Generally speaking, outbound EFT transactions are treated the same as cheques. That is, they're considered a "chargeable debit". Free debits not subject to typical account limits would be online/telephone internal transfers between accounts in your own name at the same institution.
So, in answer to your question, yes this would likely include 2 free outbound EFTs. Motive has this in place because this account pays a higher rate of interest than the regular Savings Account.
