IMO, the chart shows the current spectrum of rate offerings, which I use to guage my own accounts. It's perfectly ok to have one or two off the chart. Members like us are welcome to post to the forums. That said. 1.75% is middle of the pack…at bestMy two cents.
If you re-read what I said above, it was not that this site is useless - it was the suggestion that low rates from 2 years ago were the reason for non-inclusion (which I would hope is not the case). I personally have no interest in dealing with Manulife other than perhaps their current 180 day promotion. However if there is an institution out there that has a current non-promotional savings rate of 3.5% I would like to be able to assume that it would be included here - far more than seeing Ideal listed at about 1% while others much higher are not even shown.

Last day to signup for the current 3.75% promo. Decided to do it this morning even though I don't have much use for it with other banks offering more. It's just a backup for other promos that will be expiring within the next few months. Signing up today for the Manulife promo would have an end date of March 30, 2023 for the 3.75%.

You indicate other banks are offering higher than Manulife' 3.75% HISA promo.
Which banks/FIs are offering HISAs at more than 3.75%? (other than Tang and Simplii which are targetted). I don't think the Meridian 3.95% HISA promo is available now for new accts.

Currently on Meridian's 3.95% until mid-January and HSBC 4.75% until 27th January. Have to wait to see if Simplii will come out with something in November? Tangerine hasn't offered me anything since I turned down their 7 month 2.2% offer in May, maybe they'll target me again in December?

National Bank has a HISA promo for 4.25% and HSBC has one for 4.75%

Manulife adjusts their total interest paid when the base rate changes, here's hoping there will be a bump up from the latest BoC announcement. HSBC and Meridian also do the same thing when there's a change in the base rate, it's a knife that can cut both ways though and that's speaking from experience.

Yes, the 5 month clock starts ticking to-day so you get the latest expiry date possible (i.e. March 30th or 31st).
No panic if you miss the Manulife @ 3.75%. There is the Scotiabank Momentum Plus earning 4.05% for 90 days and the ISA DYN6004 @3.80% available with iTrade. The Momentum Plus pays more than the Manulife and a bit more than the Meridian 3.95% - there is no shortage of HISAs these days.
