Quite right. I am uncertain how their GIC product(s) are to be marketed nationally. Will there be different rules for elsewhere? Can it be solely online?
Do I need to have a Laurentian Bank account to invest in a GIC?
No, you don’t if you’re a Quebec resident. If you’re interested in buying a GIC, talk to an advisor. For residents of Quebec, book a meeting or find a branch.

Laurentian Bank's online-only channel is LBC Digital.
Laurentian Bank has suspended new signups for LBC Digital. Not sure if the suspension is temporary or the suspension is the beginning of the end for LBC Digital.
I don't know how Laurentian Bank GIC's will be distributed outside Québec as the bank doesn't have any branches outside the province. Maybe only through deposit brokers and finanical advisors?
Now, Tangerine Bank is offering slightly longer 1.5-year GIC's for 5.5%.
