Hard copies use to be available at Canada Post but I think that was discontinued last year.
I recall that decision was a result of low utilization rate. CP ends up tossing out huge numbers of hard copy packages as more and more people use tax software, including the sometimes free online web based ones for basic returns.

Paper filing goes down each year. https://www.canada.ca/en/revenue-agency/corporate/about-canada-revenue-agency-cra/individual-income-tax-return-statistics.html but there will always be a need for some paper filings, such as Final T1 Returns, T3 Testamentary Trust returns and some who do not have (lost) their NOA Access Code for Netfile. Perhaps 1 million of these per year.
