All that plus the numbering convention has been around for decades and, when started, the idea of providing a full account number for electronic transfers was likely not on anyone's radar. Changing now would be a nightmare for FIs and customers.
I'm old enough to recall hand written entries in a passbook. And having one bank account as being the norm.

Direct deposit routing is fine. The institution, transit, and account numbers combined unqiuely identifies the account.
Problem is the person provided CRA with the wrong transit number. No different than someone providing an incorrect property roll number to their bank's online bill pay service and paying someone else's property tax.

UPDATE: CRA insists that FI should have rejected the deposit. CRA says they will recover total funds from FI (not the account holder) and then auto deposit funds to DIL (corrected account details). DIL still waiting for funds.
This is good news and will be very good news when the funds are actually received by DIL. I will update when the funds are received.

UPDATE: Happy to advise that DIL has received the funds that were deposited in error to another account. I think she is very, very fortunate to have received the funds in this scenario. Kudos to CRA in this instance.

Whew! I recently got a direct deposit from the CRA. All good.You can go to "My Account" on the CRA website and check your bank direct deposit info to ensure its accuracy.
Question: Were CERB payments direct deposited?
Yes they were. I believe everything goes Direct once you serup Direct Deposit.
And, whenever a change is made to your account, you immediately get an email. Your current email is also notified if it's replaced with a new one.

The CRA said it had mistakenly authorized more than $190 million in bogus payments between 2020 and early October 2024.
The CRA realized that it had issued multiple, unrelated bogus refunds to the same bank account.

Canada has amazing revenue agency, clearly the best in the world.

I don't think that the entire $190M was paid to a single account.
How do you think the CRA can collect from the false claims? They can't go after the victims (individual citizens) of the fraud. Obviously, their identities were stolen during the data breach and used to perpetrate the fraud. And, any money sent to those compromised accounts is now long gone. Unless they try to make the victims of the privacy breach responsible for the amounts paid, how would CRA recover those bogus payments?

The CRA will collect back absolute zero from that more than $190 million.
I was sarcastic, naturally, because of CRA previous records handling taxpayers money and this current one $190 million too.
The CRA should never send any deposits until clear confirmation was done, that name on that bank account matches exactly name that they are trying to send money to. And the same name should be on SIN.

No direct deposit for me either. And no on-line account!
But more scrutiny of on-line changes of address, account or E-mail is appropriate, perhaps?
Reports are that the fraud was enabled by information from tax preparers. Hmm... H&R Block uses barely-trained temporary workers. Sounds like an invitation for fraudsters to get inside the loop. There may be insiders at other firms, too.
And I will remind us all that many tax preparers and tax accountants change the taxpayers' address to the firm instead. This causes havoc with voter registration as well as allowing mail to be rerouted.
