Just talking by personnal experience, I have opened an account with ICICI and got the 20$ welcoming bonus and I have referred other residents of Quebec and we both had the 20$ so their politics on the offer not being available in Quebec and 2 other provinces is not correct or it's only a term they keep to protect themselves if they feel like not giving the 20$.
