Although I am not a fan of their service, ICICI does have some competitive GIC rates at present. The 5 year rate is 3%, a rate that is hard to find today.
Non-Redeemable GICs
Term 1 year 2.35%
Year 2 year 2.60%
Years 3 year 2.65%
Years 4 year 2.70%
Years 5 year 3.00%
FYI : I find their website to be very annoying to navigate.

We can offer you 0.10% bonus to any of our Canadian Dollar GICs. For example, this means we can offer you 3.10% on a 5 year non-redeemable GIC. However rates are subject to change and the bonus will apply to the prevailing rates available on the day we process your application.
If you wish to accept this bonus, please print this email and include this email with your mailed in application or if you visit one of our branches. This offer will not be available if you apply online.
We look forward to serving you as a customer.
Sincerely,
Customer Service Officer

For ICICI, does it have to be a substantial amount in order for the extra ? If yes, what's likely the minimum, $25,000 ?

not sure specified a larger amount cdic limit in email request didnt seem to matter in branch show letter first then request extra 5 before handin over chq. message pm if interested ill give u letter with contact name u can input into ur email then print off take to branch
took a few days online to receive approval this way might be quicker deal may end in days at that rate
add account opening can take couple days but they can still open n book gic same time and maybe backdate. they a bit sloppy double check inputs

What happened to the 2.50% GIC?Posted rates on the ICIC website
C$ Non-Redeemable GICs 0.80% 1.00% 1.10% 1.25%
It's believed an asteroid hit earth, causing a dust cloud so thick the rays of the sun couldn't penetrate it. Life of the 2.5% icic gic along with most other life on earth ceased to exist.
