I've been a client of Scrivens for years and can attest to first hand superior service!
Curious to know who is offering the 2.9% as that rate is higher than other broker offerings..eg GIC WM whose current special rate offering is 2.85%
They do occasionally receive opportunities directly from smaller credit unions and have even had "rate matching" opportunities from competing FI's through Scrivens.

The 2.9% one year rate at Scrivens is being offered by Pace CU.
Looks like Pace CU is on the hunt for capital:

This is quite a dramatic example of how the registered accounts get a much poorer deal - especially the RIFs.
By comparison, the other one-year rates through Scrivens are:
RSP 2.70
RIF 2.45
TFSA 2.45
However, it appears that if you deal directly with PACE, you can get their special rates in RSP or TFSA (RIF is not mentioned): https://www.bankwithpace.ca/term-deposits-29-month/ These rates are fairly similar to those offered by Scrivens, but their application to registered accounts needs to be confirmed.
