I did wind up moving funds into a Hubert 1 year quarterly term. First purchase since their computer system was amalgamated. It worked reasonably well on the phone - as long as one can make the time during their business hours, which are relatively limited compared to other FIs I deal with.  

Yes, their phone access is limited to Mon-Fri 8:30-18:00 CST but I much perfer Hubert's fast and friendly service than long hold times to get to unhelpful difficult to understand CSR's at many other FI's.
