They do, indeed, refund ABM fees. I tried that card just to test it, and now it is my only card for cash withdrawals I carry with me (if I ever need to withdraw cash).

If you can overcome your dislike of online-only banks, you can open account with EQ and get their card, to save $1-$3 per transaction at Canadian ABMs.  

Does EQ refund ABM fees cross-border too? Can the card be used to access USD accounts in the US?

EQ Bank Card agreement says no reimbursement of non-domestic ATM fees:

3 Card Fees

Fee Amount (CAD)
Cash Withdrawals at ATMs in Canada Free*
Cash Withdrawals at ATMs outside of Canada  ATM providers outside of Canada may charge you fees for using an ATM for which we will not reimburse you.
Card Replacement (Lost or Stolen) Free
Foreign Currency Transactions No foreign currency conversion fee is charged by EQ Bank. Foreign currency Transactions will be subject to the Mastercard Conversion Rate. See Section 16 of this Agreement for more details.

* Reimbursement for fees charged at ATMs in Canada: We will reimburse you for ATM fees you are charged for using your Card at an ATM in Canada. This ATM fee reimbursement will be deposited onto your Card within ten Business Days. See Section 13 of this Agreement for more details.

You have not answered my question. The government already has all information from state ID (such as driver's license) in their database, together with the photo. Which can be used for facial recognition.
They collect this information when you apply for ID or renew it.

Explain how having electronic copy of government ID card on smartphone instead of plastic ID card in the pocket could give the government more powers to target citizen than with what they already have.

Quite contrary, I suspect digital ID project in Ontario stalled specifically because with all the expenses of doing it there is no benefit for the government.

Alexandre: I recall that Tangerine once promised us all free use of non-Tangerine ATMs, but just a few weeks after announcing the policy all the banks began charging new ATM "convenience" fees and Tangerine's promise became worthless.

At the time they made the move, Tangerine had at most a single ATM and office in a few major Canadian cities and needed more. I guess they really didn't know the policy was about to be rendered useless.

From what I've heard about EQ bank, I don't think I'd be willing to go online anyway. There's already a general BC Credit Union agreement allowing customers of any of them to use all the others for free, and aside from the VanCity branch near me there are a few credit unions nearby, too. BlueShore has a branch with a street-facing ATM open 24/7, though it's a longer walk... and it's not in a sketchy location, either. Remember the "ding-free" commercials?

ING and ALLY were so nice. Too nice to survive, it seems in retrospect...
