Payee Alice can order the cheque to be paid to the order of Bob. Bob can then order the cheque to be paid to the order of Cindy. Cindy orders the cheque to be deposited to the credit of her bank account. Cheque is then deposited to the credit of Cindy's bank account and not to the credit of Alice's account.

The bank usually just checks that the endorsements are there. Bank needs to trust Cindy and that she would be good for the amount of the cheque should it be returned years later.
That's one of the ways Earl Jones used to scam his victims in the Montreal area. Changed the contact address on insurance policies to his address. Told surviours the deceased had no life insurance policy when asked. Forged the beneficiary's endorsement on the cheque from the life insurance company and deposited the cheque into his Royal Bank account.
