They aren't liable for the ( Canadian ) losses so it's not very important . In some other countries they are liable and so it is important.

The criminal groups in certain parts of the world, like in some European countries, are more advanced. As a result, losses are higher and justify more expensive measures.
That's why chip-and-PIN cards were in Europe first.
