They aren't liable for the ( Canadian ) losses so it's not very important . In some other countries they are liable and so it is important.

The criminal groups in certain parts of the world, like in some European countries, are more advanced. As a result, losses are higher and justify more expensive measures.

That's why chip-and-PIN cards were in Europe first.

It's also in Europe (France) that the first known compromises of the chip-and-PIN cards surfaced: Wired (October 2015): X-Ray Scans Expose an Ingenious Chip-and-Pin Card Hack.

For the record, TD (WebBroker) used '2FA' when I changed my password with them last month. So they do use it for some things.
