Is there a program that takes a personal portfolio and then advise what to do with it with HISA accounts or other investments? And is updated with interest rates of HISA. So for example, tells you to move move from CIBC to EQ Bank by such date to maximize the interest profits?

… I envision online chatting with an AI agent from a bank who is authorized to offer a promo rate in realtime. People are calling banks for a deal these days and it's a huge labour cost to handle to load.

Most banks have such a program, and it is designed to steer clients to the products that are the most profitable for the bank.

This web site, and its " high interest savings account comparison page" link (right side, lower down), is such a program. On that, click once to sort in rate order.

Having all this information at hand, any program that doesn't ask you what you want to do, but tells you what to do, is IMO useless a.k.a. 'robo'.

There are many personal preferences too, such as, do you insist on having joint accounts and GICs, how old are you and with that, what is your timeline preference, ie; short term GICs only, best rate GICs only for any term, long term GICs to ladder them only, what amount in immediate cash HISA vs. locked in GICs.

No, that is useless. It is apparently all from slack like a google search. There is marketing for it a lot right now because they want to sell or raise funds maybe.
