Accessed the page again. Page says the rate is back to 4.30% again!
Footnote #2 is back to June 15:

Not a caching issue on my side. Browser tools indicate that the HTML was from TD's web site today at 15:21:57 GMT, just minutes ago:

I've seen this happen several times before at TDDI (WebBroker). The official rate has changed, but it can sometimes take two or three days for their document page(s) to be updated ... especially on a weekend.
According to my TDDI accounts, the money I have invested in TDB8150 is now earning 4.55% ... and that's all that matters to me.

It doesn't for me right now. The page shows 4.30% for TDB8150. It did show 4.55% last night for a while.
I suspect the page is being served by multiple web servers and the latest update to 4.55% didn't take on some of the servers.
Browser caching does not explain the reversion from the latest 4.55% rate back to an older 4.30% rate.

I've experienced the delay Dean refers to, that's the usual, but never once had a TD "toggle" issue once new rate shows on site. Just checked again, still at 4.55%.
4.55% showed up with Firefox & Microsoft Edge browsers when I posted earlier.
Minutes ago, I checked rates again and ended up 4.55% from Firefox & 4.30% with Edge. Then I ran CCleaner and checked again...4.55% from both Firefox & Edge!

Ah Yes ... the Wonders of 'CCleaner' ⬆ by; Piriform Software.
I bet there's a few here who don't know about it. It's one of the best utility softwares out there. There's a basic Free version available, that I've been using for years now.

Agreed, the issue here is not browser update. Using, https://www.td.com/ca/en/asset-management/additional-solutions/ >10 times today, TBD8150 rate has been 4.55% except once 3 hours and again a few minutes ago; the most recent 4.30% disappeared with a refresh.

I am sure this was discussed in previous pages but I was wondering why I cannot buy the TDB8151 in Webbroker self directed RSP account. Say the following:
Buy order is not allowed for the selected fund. [64006]
Only sell orders are allowed for the fund you are buying. Please contact TD Direct Investing at 1-800-465-5463 or 416-982-7686 for assistance. [63015]

TDB8151 is the F-series version of the TD Investment Savings Account. Some dealers may refuse to accept buy orders for the F-series versions because those versions don't pay any trailer to the dealer.
In contrast, the regular series, like TDB8150, pay a trailer of up to ¼% per annum to the dealer, under the TD ISA terms and conditions:
