Is there an account out there that gives:

-High interest rate
-Debit card with unlimited transaction for shopping/funds withdrawal
-Bill payment service
-Possibility to write checks and have an amount of free checks per year
-Good and comprehensive customer service
-Available in Quebec

There are a few out there that provide all the services you mentioned, however only 1 that I know of is available to Quebec residents.

PC Financial has their No Fees Checking account that includes all of the features you mentioned except with low interest. But you can easily open up a savings account there that can give you a promo interest rate of 3.75%. NOTE: PC Financial is not available to Residents of Quebec.

Citizens Bank has their new Global No Fees Checking account that also includes all the features you mentioned. Adding on the savings account can gives you interest rate of 3.40%. NOTE: Citizens is not available to Residents of Quebec.

HSBC has their direct savings account which IS available to residents of Quebec with a 3.00% Interest rate. But you cannot get checks for this account.

The main reason some banks do not offer services to Quebec is because the Quebec LAW requires banks that do business in their province must provide documentation in both official languages and thus they do not find it cost worthy to do so.

Though here is a work around: You could "Move" to a province outside Quebec. Open up the account. Then "move" back to Quebec and your accounts/services would follow you as I have done with PC Financial.

Is it worth to do all that. Perhaps not. I suggest in just opening up the HSBC Account which gives you No Fee, unlimited transactions (debit, bill payment/etc). As for Cheques, just stick with an account at one of the Big Banks and keep the minimum amount of money in the chequing account required for them to waive the monthy fee (or open up a savings account with low to $0 monthly fees and write cheques off of that).

Achieva Financial is another option. While their account is not set-up as a true no fee transaction account, they have a competitive daily savings account at 3.05%, with some of the best interest rates available for GICs and RSPs. I received cheques when I opened my account, along with a debit card and full online access. They are also available in Quebec as I referred a friend and they opened their account with no problems.
