I did not assume it was a new promo (I have $ in the promo plan). But admittedly, I did not go back to the original T&C's either. That is the crux. Thanks for pointing that out and clarifying. It still is inconsistent... but it is defined in their T&Cs, and as you rightly point out, it is a matter of understanding how it works.

Yeah Maturing GIC goes back into the normal savings account, thus is not considered ‘new money’ to qualify for the EMPA.
And yes I did the transfer out and then bring it back in after 2 weeks after the rep I talked to over the phone confirmed that qualifies it as new money. But since they are being nice to allow it, that’s why I mentioned in an earlier post of not abusing it.
So think of the extension of 2% to 2.5% to 2.75% is just a rate increase for EMPA. The definition of what qualifies and what’s not stay the same from the get go. Hope it’s now clear to every body.
I am just glad we don’t have to beg Tangerine nor Simplii for a better rate…
