Not so elite or worldwide...
No ITF in USA as they charge it and give it back with 3% cashback....net 0.5% cashback.

BUT charge ITF of 2.5% on ALL other countries! So much for elite and worldwide!

Technically speaking, there are 11 other countries that use the USD as their currency (according to Investopedia). I wonder what happens if you use the Rogers red world elite card in those countries (e.g., Ecuador) when it comes to foreign exchange fees?

According to the product page Rogers Red World Elite Mastercard, the 3% cash back is based on the currency and not the country. The 2½% foreign exchange fee applies to all non-Canadian dollar transactions, including US$ ones:

1. Rogers customers: You will earn 2% cash back rewards on all eligible purchases and 3% cash back rewards on eligible purchases made in US dollars if you are a Rogers, Shaw or Fido customer with an eligible service and your accounts are in good standing. …

  Non-Rogers customers: You will earn 1.5% cash back rewards on all eligible purchases and 3% cash back rewards on eligible purchases made in US dollars. …

… Foreign currency transactions are converted to Canadian dollars at the rate established by Mastercard International in effect on or after the date of the transaction and no later than the date the transaction is posted to the account plus an amount equal to 2.5% of the transaction amount after it has been converted to Canadian dollars.
