Looking at the context, they are likely excluding life insurance and investment-type products. They don’t want you to use their card to enhance returns on a financial product.

It's not just Rogers I have the impression this category is really only for utility bills phone, internet.

A friend of mine found that monthly bill for storage unit didn't count either, but I'm not sure which card it was.

I charged my car and home insurance to the card back in May and earn 2% just like other purchases.

Storage units are tricky. My storage company changed their system over. Previously, it was categorized as something else and it was exempt from monthly pre-authorized rebate. This was with Tangerine. After the change, I noticed that it qualified with Tangerine.

Mastercard is not strict on what category the merchant sets themselves up for. For instance Church's Chicken (restaurant) is intentionally miscategorized as Personal and Household Expenses. I reported them to both Visa and Mastercard and neither have done anything about it despite my understanding that Visa takes action against such misleading categories.

Just for completeness of comparison, my AMEX Cash Back card (2% on groceries and gas, 1.25% on others) paid me 1.25% on my ICBC insurance. Not excluded.
