My experience:
Yes, the card is still available (to date, January 6th)
I did my application calling 1-888-876-6262.
The told me that they needed to transfer me to the application department (aka India). So they did... Can you believe they are also outsourcing french customer service?
Anyways, i have nothing against Indians but i really prefer to talk to someone here in Canada.
The Indian who answered me was awful, he repeated like 6 time the interest percentage. At the end he told me they had technical problems and to call back in 10 minutes.
So i called back the 1-888-876-6262 number, ask for french service again, and ask to the representative that i want to apply again.. he told me that he has to transfer me.. again.
So I said "PLEASE, NO!! I dont want to be transferred to india! Cant you help me?"
He said "well sure... We just dont do that often here.. Just give me some time"
So we did the application. Took about 15-20 minutes...
The new regulations about credit card applications are much more complicated and they have to explain everything (which is a good thing).
It will take between 3-4 week for the application to be processed.
We will see!!!

Do they offer that card to residents of Quebec?
I have used both MBNA and Capital One Nofee MasterCards since 2001. They are both have excellent credit card products and service. I left BMO MasterCard years ago since 1 Airmile for every $40 spent is very very low. BMO changed their policy in July 2009 so you get 1 Airmile for every $20 spent. I am not going back to BMO MasterCard. I have a CashBack Capital One MasterCard. It is 1% on all purchases. As soon as you accumulate over $15 you can get either a cheque or credit against your account. I saw the MBNA Smart Cash in November. For the first 6 months you accumulate 5% on groceries and gasoline to a maximum of $30 per month. (i.e. $600 monthly). Above $600 monthly it reverts to 1% everyplace else. This card currently beats any Cashback credit card. Citibank Enrich, Scotia Money Back, CIBC Dividend, TD Rebate Rewards. I keep both MBNA & Capital One in case they change their policy I go back to the other issuer. I have a balance on ONLY one card to keep life simple. Enjoy the day.

Thanks djino,I just activated my card today.
Most companies add 2.5% to the exchange rate when you use a Canadian Credit card for foreign purchases. Find a Canadian company that issues US credit cards. Not worth paying any fee for this service. The only issuer I know is BMO USD MasterCard with no fee.

So if someone already has the MBNA Premier Rewards card (1% cash back), can they upgrade their existing card to the MBNA Smart Cash Card?
EDIT: Nevermind, after spending more time reading through the thread, the answer appears to be YES.
Super!
On another note, I've noticed MBNA (and Citi, I think) charge very high fees for cash advances and cheques - is this also the case for the Smart Cash Card? This no annual fee is made up in other ways such as fees for those things, if you happen to use those features.
The no fee BMO cash back card, for instance, charges me no fee when I use a cheque, and it allows you to overpay your Mastercard account before writing a cheque so that no cash advance interest accumulates. Some Mastercards do not allow you to overpay the account. Of course, the BMO cash back card only gives you 0.5% back, so they recoup costs that way. However for those who don't have a chequing account but still need to write a cheque or two a month, and don't want to pay high fees for those cheques, the BMO card is handy to have.

Get a bank account at Presidents Choice. Sign up for card at Loblaws. May be able to do online as well. No Fee Banking. You can use the card at CIBC or Loblaws stores for withdrawals. Duplicate cheques are supplied FREE. I personally think it is the best banking account in Canada with No Fee. On line banking is EXCELLENT. After turning a SENIOR my views change. All credit cards can be pre-paid. I used to use a Scotiabank Visa for cash advances at Scotiabank machines. There was no fee before May 1, 2008. I pre-paid card. I took cash advances when I needed spare cash. They charged a fee after April 30, 2008. I cancelled the card.

The No Annual Fee applies to just the account itself. Most high rewards/cashback cards charge a regular annual fee. This card does not.
You definitely DO NOT want to use this card for Cash Advances/Cheques as you will be charged the greater of 1% or $7.50 for the transaction alone and also an annual interest rate (I think 19.99%) occurs from the day the charge is posted to your account.

I called on Friday to cancel another card, and the service rep suggested this card, then I called back today, and two different CSR's told me that it was cancelled in November 2009 and is no longer available due to "Card issues." Anyone know a way around this? Anyone been able to get one in the last few weeks?

Okay, the card is still in existence. You have to speak to the right agents, and the critical words to mention are "I'm going to cancel my card to move to a cash back product with another institution." Once you say that, they're all over changing your product. Same benefits as mentioned in the thread previously.
Thanks for all of the information here, and all of the guidance. I truly think this is the best cash back product available.

Application and arrival of the card takes a terribly long time (about 1 month).
Checks arrive within 3 weeks as for me.
Got my first 3 months ago, my second one is probably coming next week.
Really satisfied with the card and the Web Access is amazing!

Feb 7/2010
I was first told that the card was no longer offered. I told the rep on the phone that if that was true I was interested in cancelling my account with them.
Was immediately transfered to a 'specialist' who signed me up within minutes for the smart cash card.
They said I should have it in 10 days, we shall see.
7:15 pm
I had an existing card with MBNA for about a year (Starwood Preferred Guest card). The SPG program cut ties with MBNA, and I received a letter stating that my account would be switched to one of their other cards at the end of February, 2010(without rewards). I wasn't very impressed by this news.
I called and asked to switch to the Smart Cash Card. I was told that they are not offering that card at the moment (apparently, they are making changes and hope to release it again in the future). The rep suggested that I try their Best Western rewards card (terrible option), or continue to use the card as it will continue to accumulate points (although the nature of the points is unclear at the moment).
Once I threatened to cancel my card, I was switched to another rep who very quickly set me up with the Smart Cash Card (in literally 1 minute). She said that by weeks end, all expenditures will reap the benefits of the card as outlined in this post.
I love making money from these criminals - even if it's only a little bit...they're worse than big tobacco!
