It is available in Québec, just not in french. You can open an account at LBC if you do it in english.

Looks like B2B Bank is returning to their for-advisors focus. The help text for the referral code field, shown by clicking on the (?) symbol, instructs direct clients to go to LBC Digital:
If you are having trouble locating your referral code, please contact your financial professional directly. If you have not been referred by a financial professional, you can open an account with Laurentian Bank of Canada at lbcdigital.ca

It's always been primarily a bank whereby you deal directly with an advisor. They rolled out an online, direct-to-consumer channel, and, curiously, have now started requiring advisor intervention in order to open an account. Per this discussion and criterion #2 for inclusion in the HISA chart, we should only be listing LBC Digital now. Previously, we removed Manulife Bank's Advantage Account when it could not be opened without an advisor or a Manulife Bank mobile banking specialist visiting your home. Since you would need to meet with a B2B Bank investment firm or deposit broker to obtain their advisor code, a B2B Bank HISA cannot be opened without advisor intervention.
